Carlton-LucyLucy Carlton began her law enforcement career in 1969 with the Milpitas Police Department. She served in a variety of assignments, which included Patrol Services, Criminal Investigations and Community Relations. She was the first female in the organization to be assigned to patrol duty and during her tenure, promoted through the ranks to Police Captain in 1988. In 1991, she was appointed Chief of Police for the City of Los Altos and remained in that position until her retirement in 2002. She holds a Bachelor of Arts Degree in Administration of Criminal Justice from San Jose State University and has completed graduate work in Public Administration at California State University, Hayward. She has also been training law enforcement personnel for over 40 years, and has taught Criminal Justice Classes at a number of community colleges in the Bay Area. A world traveler, she has visited all seven continents and spent several weeks this summer circumnavigating the archipelago of Svalbard, close to the North Pole. Lucy resides in Pebble Beach with her husband, Joe Silva.
